Scratch mentions (i cant remember what ep.) that "he has plans for those rigs" and that they need all of them. This is considerably early on in the series.

Up to now all they've needed to go vicious and attack has been noise and they did not show up until they picked up a strong scent of food. They also didn't stay long after their numbers dwindle. They have stayed for hours before to wait for food (when
Saul,
Angel, and Bert are on the roof; when Angel and
Kalani are hiding with
Skittles; etc.) and it seems odd that they wouldn't just wait for the fire to go out and for the tower to consume itself.

Definitely someone who, at least as a human, would stereotypically fir the
bill of someone who's done plenty of hard time in jail.
