Am not sure. I think it could be both, but I'd also think that you get a lot more rep power if you are at the receiving end ...

I have always relied on the kindness of strangers... And friends.

It seems to be based on the amount of REP points that you have been given (called REPing someone). The set of green bars under the avatar can be hovered over and shows you a line of text indicating how much REP you have received. I don't recall if there is a published chart of where each level begins.
