You may know New Mexico Institute of Mining and Technology (https://en.wikipedia.org/wiki/New_Mexico_Institute_of_Mining_and_Technology) from the MythBusters. When ever the gang has a myth with extremely explosive outcomes, they go here.
I propose NM Tech (http://maps.google.com/maps?hl=en&ll=34.070969,-106.91195&spn=0.020689,0.042272&t=h&z=15) as a satellite base. Not necessarily the campus per se, but the blasting ranges and their support facilities. Notably the EMRTC, Energetic Materials Research and Testing Center (https://en.wikipedia.org/wiki/Energetic_Materials_Research_and_Training). I think that the "Conventional Ordinance" testing stockpile alone would be worth at least a look.
The adjacent/nearby town of Socorro (https://en.wikipedia.org/wiki/Socorro,_New_Mexico) seems to be small enough that infestation might be only of minor consequence, much like Yermo at Irwin. it seems to be relatively easy to get to, I25 runs right through Socorro and there is the Socorro Municipal Airport to the south. It also seems to be isolated enough that clogged roads due to attempted evacuation to be of little to no consequence as well.
Other places of interest are:
The Incorporated Research Institutions for Seismology Program for Array Seismic Studies of the Continental Lithosphere (IRIS PASSCAL) Instrument Center (http://www.passcal.nmt.edu/), Across the street from the EMRTC. If anyone has any information pertaining to the geologic side of things when SHTF, these guys probably would.
I can't help but get the feeling that the Fire Fighter's Academy (http://maps.google.com/maps?q=34.056704,-106.919825&hl=en&ll=34.056553,-106.918237&spn=0.005173,0.010568&num=1&t=h&z=17) SW of Socorro would also be of some use.
There is also William's Windmill Inc (http://www.williamswindmill.com/). Located about 4-5 miles north of Socorro, they specialize in new and rebuilt Aeromotor Water Pumping Windmills.
While researching, I also discovered Playas, NM (https://en.wikipedia.org/wiki/Playas,_New_Mexico), located in the "Boot-heel" of NM. Formerly a Company Town for copper mining, it was purchased by NM Tech with funding from the DHS to be used as a training facility for NM Tech's first responder and counter-terrorism programs.
Given that is is a training facility for FR & CT and so damn remote (http://maps.google.com/maps?q=Playas,+NM&hl=en&ll=31.921351,-108.539429&spn=0.042399,0.084543&sll=34.15571,-106.907187&sspn=0.041337,0.117245&oq=playas+&t=h&hnear=Playas,+Hidalgo,+New+Mexico&z=14), I think that they may have fared rather well and that it would definitely be worth a look.
